The New Socialism: Designing Institutions for the Commons


Information

This lecture by Prof. Hitoshi Matsushima from the University of Tokyo will introduce the proposed mechanism of negotiation for countries to agree on emission reduction rules to deter climate change. This proposal will seek to design specific institutions for a decentralized "new socialism" to replace the market and the state, as well as to explore the nature of the so-called "new capitalism". The presented research is a rigorous theoretical study, but the proposed negotiating rules will be discussed in a way that is easy for the general public to understand, with concrete examples. The target audience are members of the general public, as well as students and researchers interested in the topic. It will provide an opportunity to exchange information and opinions, as well as gaining a deeper understanding of the discussed issues. We encourage all participants to ask questions in the Q&A part after the lecture.

Hitoshi Matsushima

(Professor, The University of Tokyo and Visiting Professor, Policy Design Lab., Tohoku University)

Hitoshi Matsushima gained his PhD at the University of Tokyo in 1988. After he worked at the University of Tsukuba and the University of Tokyo as associate professor, he now serves at the University of Tokyo as Professor at the Faculty of Economics. Since 2003 he has been an Econometric Society Fellow and was a council member there (2007-2012, 2016-2019). He was awarded the 10th Nakahara Prize of the Japan Economic Association and is currently the Chair of the Subcommittee on "Institutional Design for Sustainable Development" of the Science Council of Japan (since 2018).
Prof. Matsushima's area of specialization is game theory. His past academic research about game theory, especially repeated games, implementation, and mechanism design, are well known and highly valued by researchers worldwide. With respect to repeated games, he has shown that efficiency is achievable by a non-cooperative equilibrium even if economic agents cannot observe other agents' activity choices very well. With respect to implementation and mechanism design, he has shown that it is possible to design a public decision procedure according to which economic agents can always achieve an efficient and fair allocation as a unique non-cooperative equilibrium. His main research themes at present are institutional design for the commons, behavioral mechanism design, behavioral and ethical implementation, experimental economics, and game-theoretical foundation of blockchain ecosystems and smart contracts.
He has also published a book for general audiences called "Game Theory is Art: A Subtle Philosophy for Coming Up with Social Mechanisms" published in 2018 by Nippon Hyoron Sha Co., Ltd. (Japanese Title: ゲーム理論はアートー社会の仕組みを思いつくための繊細な哲学).
